Local Development Plan of the City of Jaslo

Institutional Development Plan of the City of Jaslo

In Podkarpacie, a total of seven cities are competing for 100 percent funding of 10 million euros from the European Economic Area.

Two teams worked on the preparation of the urban project. One of them worked on the Local Development Program (LDP) and the other on the Institutional Development Program (IDP). The LDP was divided into 6 areas:

  • social
  • economic
  • environmental
  • spatial
  • smart city management
  • financing of city development

Both teams consisted of more than 40 people from various circles, including the City of Jasło, County Office, Jasło Businessmen Association, Association of Municipalities of the Wisłoka River Basin and non-governmental organizations. Local residents were also involved in the work (surveys, team work).

A total of 37 projects were prepared, including 32 core projects (100% financed with EEA NMF funds) and 5 complementary projects (financed with City funds). Among the prepared tasks10 are investment ones. These are: investment (basic) undertakings:

  • construction of KDZ 5 road in the investment zone,
  • drainage of land in the investment zone,
  • construction of the Communication Center,
  • urban design,
  • extension of the Nursing and Care Facility,
  • Active Senior Citizen Center,
  • educational path;

    investment (supplementary) undertakings:
  • construction of apartments (TBS),
  • purchase of buses
  • construction of bicycle paths.

In addition, 27 non-investment projects were prepared, which mainly concern

  • improving the skills and competencies of residents (children, youth, adults, seniors, excluded people);
  • building residents’ identity through cultural and educational activities
  • building relationships on a level of self-government-inhabitant and self-government-business-inhabitant
  • supporting non-governmental organizations;
  • environmental education
  • improving accessibility;
  • streamlining administration activities.

Currently, the project prepared by the City of Jaslo is undergoing formal and content-related evaluation. The planned deadline for the assessment is the first quarter of 2021. However, only 15 out of 54 cities will receive the possibility of funding of €10 million.

It is worth noting that many partners were involved in the work on the project. They are:

  • Jasielsk Poviat,
  • Association of Municipalities of the Wisłoka River Basin;
  • Jasło Association of Entrepreneurs;
  • Active Galicia Foundation;
  • Caritas of the Rzeszów Diocese;
  • Nursing and Care Center in Jasło;
  • Jasło Association of Winemakers “Vinum Pro Cultura”

It should be emphasized that in the preparation of the project, in dozens of different types of meetings, participated:

  • 454 people in consultation meetings,
  • 485 people in diagnostic and design workshops,
  • 2449 people participated in questionnaire surveys,
  • 618 people participated in on-line consultations.

This is very encouraging because it means that the development of our city is very important to many of its residents. Thank you for your involvement and your time. For completing the questionnaires addressed to you and participating in the work of the team. Each vote was very important to us, especially that the needs indicated by the residents differed from those identified by the participants of the Urban Team. What is important is that the opinions expressed by you helped us to develop documents for the development of our city.

Thank you, together we can do more!
