On 19 March this year, further grant agreements under the Polish-Swiss Programme for City Development were signed in Jarosław. Among the cities invited to Thursday’s event was the City of Jasło. The agreement for the implementation of the project “Let’s grow Jaslo” was signed by Adam Kostrząb – Mayor of the City of Jasło. The Jasło local government secured funding of nearly PLN 80 million. This record-breaking support in the city’s history will enable the implementation of initiatives that open up new development prospects for Jasło.
On that day, agreements were also signed by two other cities from the Podkarpackie region: Krosno and Jarosław. The event was attended, among others, by the Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz, the Ambassador of Switzerland to Poland Fabrice Filliez, and representatives of the Association of Polish Cities, an advisory institution supporting the implementation of the Swiss-Polish Cooperation Programme.
The main objective of the project “Let’s grow Jaslo” is to improve the socio-economic situation of our city. The project includes eight key actions covering several areas, including environmental protection, public transport, vocational and specialist education, as well as support for entrepreneurship and non-governmental organizations.
Construction of a sewage sludge composting facility at the wastewater treatment plant in Jasło
The aim of this key environmental project is to organize sludge management in Jasło. The investment will be carried out at the Jasło wastewater treatment plant by the Municipal Waste Management Company (Miejskie Przedsiębiorstwo Gospodarki Komunalnej Sp. z o.o. in Jasło).
The project involves the construction of a modern composting hall using drum technology, ensuring full control of pollutant emissions and eliminating odour nuisance for the surrounding area. As a result, sewage sludge will no longer be treated as waste but will become a valuable product – organic fertilizer ready for use in agriculture or land reclamation.
Increasing the production and use of renewable energy in Jasło
This initiative focuses on improving air quality and energy security for Jasło residents through the installation of renewable energy systems. The action takes the form of a grant scheme aimed at owners of single-family houses, as well as housing cooperatives, housing communities, and social housing associations (TBS).
The support includes the installation of solar collectors, photovoltaic panels with energy storage, and the replacement of outdated heating systems. A broad environmental awareness campaign will accompany the implementation.
Improving energy efficiency in Jasło
The investment includes comprehensive thermal modernisation of the Specialist Outpatient Clinic building at the Specialist Hospital in Jasło (ul. Chopina 36). Works will include insulation of walls, replacement of windows and doors, modernisation of heating systems, and installation of photovoltaic systems.
An important element of the project is improving the building’s accessibility. The facility will be equipped with, among others, a lift enabling people with disabilities to access medical offices, including those located on the first floor.
Improving the transport accessibility of Jasło
This strategic project aims to improve the city’s transport accessibility by creating a modern multimodal transport hub. The existing station building will be demolished and replaced with a new, functional Transport Centre – a new railway station.
The investment also includes the construction of a parking facility, reconstruction of bus bays, and development of the surrounding area. The entire infrastructure will be fully adapted to the needs of people with special requirements, including persons with disabilities.
Improving the situation of young people in Jasło on the local labour market
This action focuses on better preparing students for entering professional life. Its goal is to develop entrepreneurial knowledge and attitudes among young people in Jasło and to adapt vocational education to the needs of the local labour market.
Through participation in workshops on business law, economics, public speaking, Oxford-style debates, practical entrepreneurship education for parents, training sessions, and direct cooperation with local companies, young people will gain practical skills valued by employers.
The city’s potential as a foundation for the development of local entrepreneurship
The aim of this action is to stimulate economic activity in Jasło and support local businesses. The task “My business, my community” includes, among others, the organisation of the Jasło Job, Education and Entrepreneurship Fair, as well as regular networking meetings for entrepreneurs.
Additional activities will promote shopping with local businesses and support the development of the local economy.
An interactive online educational platform for young aspiring entrepreneurs will also be created, along with the development of a strategic “Entrepreneurship Support Programme”.
Promoting social inclusion and support for people at risk of social exclusion
This is a comprehensive project aimed at modernising social and healthcare services in the city. It involves the establishment of a Social Services Centre (CUS) through the transformation of the Municipal Social Welfare Centre, integrating various forms of support for families and dependent persons. The creation of the CUS will integrate the local service system, enabling more efficient use of local expertise and the organisation of support through a “one-stop-shop” model.
A key investment within this action will be the construction of a Long-Term Care Facility with 50 beds, significantly increasing access to long-term care. The action will also include, among others, preventive programmes in the field of youth mental health.
The City is Us (Jasło) – activating residents
The main objective of this action is to strengthen neighbourhood ties and professionalise non-governmental organisations. As part of the initiative, a Support Centre for Non-Governmental Organisations (CWOP) will be established, offering advisory services and workspace for NGOs in Jasło.
Local Activity Centres (CAL) will be created in ten districts of Jasło – spaces for meetings and community integration. These centres will enhance residents’ engagement in social life, improve their quality of life, and strengthen local identity and cooperation at the neighbourhood level. They will host, among others, educational activities for seniors, activation programmes for youth and other groups, cultural and sports events, and workshops focused on local identity.
